It's another good Discworld book. The main characters are Samuel Vimes, the Police Chief of Ankh-Morpork, Captain Carrot, and the Patrician. The event is the rising of an island in the straits between Ankh-Morpork and the Empire of Klatch -- the island rises every few hundred years. The island precipitates a war between the two nations, the rise of xenophobic tensions in Ankh-Morpork, and an aristocratic putsch against the Patrician.
It's amazing how Pratchett has evolved a deft enough comedic style to talk about something like race relations and militarism without ceasing to be funny and without overtly preaching.
