Wind in the Stone

This is apparently a stand-alone fantasy, not related to the Witch World or any of Norton's other fantasies. Centuries after a major confrontation between good and evil, destructively costly to both sides, a young sorceror emerges who has the old gifts of power and wants to use it to rule the world. He chooses as his base of power an isolated valley inhabited by people who carry the gift but have rejected all use of it. He seizes an infant boy who has strongly inherited the gift, to raise as his tool; an infant girl, also strongly gifted, is smuggled out to the forest to be raised by the non-human forest dwellers. The sorceror has no idea what a mistake he's made, on both counts. Enjoyable, but no more than that.
